This screen finds stocks whose price has touched the latest upper fractal twice without breaking above it. A Bill Williams fractal is a five-bar pattern: an upper fractal is a high with two lower highs on each side, and a lower fractal is a low with two higher lows on each side. The latest fractals act as nearby resistance and support. A double test of the same high strengthens it as resistance, and a later breakout above it often leads to a strong move.
